Advantage of the certificate of origin for goods

The certificate of origin for goods is a preferential document. The goods accompanied by it enjoy preferences when imported into other countries.

 
Data required to obtain a certificate of origin

The data that must be filled in to obtain the certificate are as follows:

  • information about the exporter;
  • information about the foreign recipient;
  • country of origin;
  • type of transport and data for the transport vehicle with which the goods will be transported;
  • data for the packaging, labeling, type and quantity;
  • complete description of the given goods for easy identification by customs officers;
  • quantity of the goods;
  • application for issuing a certificate of origin, together with a declaration that the filled-in data are true.

 

Stamps for affixing the certificate of origin

The marks used for affixing the certificate are special marks of the Bulgarian Chamber of Commerce and Industry (BCCI). To determine the value of the certificate, which depends on the value of the goods to be exported, the Price and Service Tariff, article 3, points 1-4, is applied.

 
Conditions that goods must meet in order to be able to benefit from preferences on import into other countries

The main condition for a producer of goods to be able to benefit from preferences is proven by a document showing that the goods are wholly produced in their country or have undergone sufficient processing. These conditions are generally accepted in applying international preferential schemes in the Convention on International Transport of Goods.

 
Certificate A for attesting complete production or sufficient processing

For attestation by the the customs office confirming the execution of the production or sufficient processing of the goods in the country of the producer, there is Certificate A. This is a document with the following characteristics:

  • it is filled out in English or French;
  • a special form is used that complies with the requirements set by the General System of Preferences;
  • it is certified by the BCCI in four copies: original and three copies;
  • it is issued separately for each separate consignment.

 

For each separate consignment a separate certificate of origin is issued. If a given commodity is exported, for example, by 3 trucks on international transports, it is necessary for the goods from each truck to be accompanied by a separate certificate of origin.
Acceptance of documents for the certificate of origin A is carried out both in Sofia and in regional chambers of commerce and industry.

 
Designation of the country in the certificate of origin for European Union member countries

For Bulgarian producers it is important to know that they obtain a certificate of origin for their goods as producers from a member country of the European Union. According to EU rules, the origin of goods from member countries is designated as the “European Community”.

 
Applying for a certificate of origin for firms registered or not registered with BCCI

If the firm applying for a certificate of origin is registered with the BCCI, when applying for issuance of such a certificate only a check in the Computerized Commercial Register is required.

When a firm is not registered with the BCCI, it must present the following documents:

  • an up-to-date status document, issued by the Bulgarian Registry Agency;
  • a specimen of the signature to be placed before a BCCI official if the documents are submitted personally by the company’s registration manager;
  • notarized specimen of the signature of the registration manager if the documents are submitted by another person;
  • documents proving the origin of the goods.

 

Documents required to prove the origin of the goods

  • a declaration from the producer describing the goods, the inputs and materials, and indicating sufficient processing or complete processing
  • factory invoices
